NEW DELHI — Prime Minister Narendra Modi declared victory on Tuesday for his alliance in India’s general election, asserting a mandate to advance his agenda despite his party losing seats to a resurgent opposition.

“Today’s victory is the victory of the world’s largest democracy,” Modi proclaimed at his party’s headquarters, emphasizing the voters’ “immense faith” in his party and the National Democratic Alliance (NDA) coalition.

Election Results and Political Implications

Official results from India’s Election Commission showed the NDA secured 286 seats, surpassing the 272 needed for a majority but falling short of expectations. Modi’s Bharatiya Janata Party (BJP) won 240 seats, significantly less than the 303 seats it garnered in the 2019 election. This outcome necessitates greater reliance on coalition partners, which could impact policy and governance.

Milan Vaishnav of the Carnegie Endowment for International Peace noted, “The party may now be heavily dependent on the goodwill of its allies, which makes them critical players who we can expect will extract their pound of flesh, both in terms of policymaking as well as government formation.”

Opposition Gains and Reactions

The main opposition coalition, INDIA, claimed 225 seats and challenged Modi’s victory as a moral and political loss for him. Congress party President Mallikarjun Kharge remarked, “This is public’s victory and a win for democracy.”

Rahul Gandhi of Congress emphasized the election as a defense of the constitution by the country’s poorest, asserting, “The poorest of this country have defended the constitution of India.”

Modi’s Agenda and Challenges Ahead

Despite the reduced majority, Modi pledged to fulfill his promises of economic growth, defense production, job creation, and support for farmers. “This country will see a new chapter of big decisions. This is Modi’s guarantee,” he stated.

Domestic and International Reactions

The election, which saw over 640 million votes cast, elicited congratulations from regional leaders and praise from the White House for India’s vibrant democratic process. Modi’s victory marks his third term, making him the second Indian leader to achieve this after Jawaharlal Nehru.

Criticism and Socioeconomic Issues

Modi’s tenure has been marked by significant political transformation, embedding Hindu nationalism into mainstream politics. Critics argue his tenure has increased societal divisions and economic inequality. While stock markets have soared, youth unemployment remains high, and economic gains have not been widespread.

Yamini Aiyar, a public policy scholar, highlighted Modi’s central role in the campaign: “Modi was not just the prime campaigner, but the sole campaigner of this election.”

Campaign Dynamics

The BJP’s campaign initially focused on economic achievements and welfare programs, but it increasingly relied on polarizing rhetoric targeting Muslims, aiming to energize the Hindu majority base. The opposition criticized Modi’s Hindu nationalist policies and campaigned on issues of joblessness, inflation, and inequality, resonating with a portion of the electorate.

As Modi moves forward, the challenge will be to maintain the balance between advancing his agenda and managing the expectations and demands of his coalition partners. The evolving political landscape will test Modi’s ability to deliver on his promises and navigate the complexities of coalition politics.
