House Speaker Mike Johnson is grappling with conservative discontent after opting for a collaborative approach with Democrats to pass a government funding bill without spending cuts. While some House conservatives are displeased with Johnson’s strategy, they are not currently seeking to oust him. However, discussions about alternative retaliatory measures, such as obstructing procedural votes, reveal tensions within the GOP.

Conservative Frustration:

Many House conservatives, including members of the Freedom Caucus, are critical of Speaker Johnson for not taking a more assertive stance in negotiations with Democrats. Despite the dissatisfaction, there is no immediate move to oust Johnson. Instead, some conservatives are considering unconventional tactics, such as obstructing procedural votes, as a form of protest.

Contrasting with Kevin McCarthy:

Johnson’s approach differs from his predecessor, Kevin McCarthy, who faced ousting largely due to personal animus among a faction of GOP members. McCarthy had worked with Democrats on a spending bill, contributing to his removal. In contrast, Johnson’s current strategy has not triggered an immediate threat to his speakership, given the absence of personal conflicts.

Potential Retaliation Tactics:

Conservatives are privately discussing the possibility of holding the House floor hostage by obstructing procedural votes, similar to the tactic employed against McCarthy. While this strategy is not being actively pursued at this point, it indicates growing frustration among conservatives.

Johnson’s Unique Position:

Unlike McCarthy, Johnson does not face the same level of personal animosity within the GOP. His unanimous support for the speakership and a relatively short time in Congress contribute to a different dynamic. However, some conservatives warn that Johnson needs to demonstrate a commitment to governing differently than McCarthy to avoid future challenges.

Divided GOP Conference:

Johnson confronts a GOP conference that is increasingly divided, with factions on the right, Biden-district Republicans, and centrists all expressing discontent. The recent 22-day speaker battle has left the GOP conference less cohesive, making it challenging for Johnson to navigate competing demands and expectations.

Looking Ahead:

While Johnson successfully averted a potential disaster by passing a short-term funding bill, conservatives are closely watching his future actions. Some suggest that Johnson’s strategy needs to evolve to address the deepening divisions within the GOP and to prove that he can govern differently from his predecessors.
