Though the contributions to Rep. Jamaal Bowman are only a small fraction of his haul this cycle, they are another example of Turkey’s effort to expand its reach in the world of U.S. politics. | Francis Chung/POLITICO

New York — Turkish groups connected to President Recep Tayyip Erdoğan are increasing their influence in New York politics, with one of their latest focuses being Rep. Jamaal Bowman, who faces a challenging reelection campaign in the suburbs north of New York City.

Turkish American Steering Committee’s Engagement

The Turkish American Steering Committee (TASC), an organization representing Turkish governmental interests and segments of the American Turkish diaspora, has actively engaged with Bowman. This includes visits to Bowman in Washington, hosting a food distribution event attended by the congressman, and organizing a fundraiser for him.

Shift from Engel to Bowman

The relationship between Bowman and TASC appears to have developed from the organization’s opposition to Bowman’s predecessor, Eliot Engel. As the former chair of the House Foreign Affairs Committee, Engel took several positions against the Turkish government.

Legislative Actions and Support

Despite Bowman’s progressive stance, which contrasts with Erdoğan’s authoritarian tendencies, Bowman has backed legislation that aligns with Turkish interests. Notably, in 2021, Bowman supported a measure to withdraw U.S. troops from northeast Syria, a policy Erdoğan has long advocated. This legislation had bipartisan backing in Congress.

Campaign Contributions and Influence

Contributions from individuals tied to TASC to Bowman’s campaign totaled nearly $40,000, a small fraction of his total campaign funds but indicative of Turkey’s growing political reach in the U.S. These contributions reflect Turkey’s broader strategy to influence American politics, including donations to various elected officials from both parties.

Other Political Connections

The TASC has a history of supporting a wide range of U.S. politicians, from Brooklyn Democrat Yvette Clarke to Republican Lee Zeldin. The organization also backed Bowman’s colleagues in the Squad and sought to build alliances with other politicians across the country.

Bowman’s Stance on Genocide Recognition

Despite TASC’s support, Bowman has taken positions contrary to some of the organization’s goals. He is a member of the Congressional Armenian Issues Caucus, which advocates for the recognition of the Armenian Genocide, a stance opposed by Turkey. Bowman co-sponsored the Armenian Genocide Education Act and participated in commemorative events.

Controversies and Investigations

The influence of Turkish groups has not been without controversy. Mayor Eric Adams’ 2021 campaign is under federal investigation for potential collusion with the Turkish government. Additionally, Bowman’s campaign returned donations from Halil Mutlu, Erdoğan’s cousin and former TASC board member, after discovering Mutlu’s registration as a Turkish citizen engaged in political activity.

Conclusion

Bowman’s engagement with Turkish groups reflects the complex interplay of international influence and domestic politics. While benefiting from the support of TASC, Bowman maintains positions that sometimes diverge from the organization’s objectives, illustrating the multifaceted nature of political alliances.
