The Senate encountered turbulence on Thursday as it grappled with a bill aimed at reauthorizing the Federal Aviation Administration (FAA). While the legislation cleared its first procedural hurdle on Wednesday, challenges arose due to the filing of over 20 amendments, some of which were unrelated to aviation matters.

Procedural Hurdles and Amendment Filing

Senator John Thune (R-S.D.), the Republican whip, expressed doubts about the Senate’s ability to finalize the bill this week, citing the extensive list of amendments. These amendments, ranging from aviation-related issues to unrelated legislative priorities, posed a significant challenge to the legislative process.

Challenges Ahead

The Senate’s immediate task involves navigating through the amendment roster and potentially reaching agreements on the timing of votes for specific amendments. However, contentious issues, such as flights at DCA (Ronald Reagan Washington National Airport), are expected to generate opposition and further complicate the process.

Legislative Priorities

Lawmakers view the FAA reauthorization bill as a crucial opportunity to advance their legislative agendas. While amendments directly related to aviation, airports, and TSA (Transportation Security Administration) stand a better chance of receiving votes, some proposals stray from the bill’s primary focus.

Deadline and Departure

With the deadline for FAA reauthorization approaching on May 10, the Senate faces pressure to reach a resolution. However, as the Senate is expected to adjourn for the weekend on Thursday afternoon, the window for deliberation is narrowing.

House Proceedings

Meanwhile, in the House of Representatives, lawmakers are set to honor the late Rep. Donald Payne Jr. (D-N.J.), who passed away last week. Dozens of House members will travel to New Jersey to pay their respects and attend Payne’s funeral, leading to a schedule adjustment that includes the cancellation of Thursday votes.

Rep. Payne lay in state at the Essex County Courthouse on Wednesday, with his funeral scheduled for Thursday morning at the Cathedral Basilica of the Sacred Heart in Newark. Lawmakers from both parties will gather to commemorate Payne’s life and service to the nation.
