France and the UK are exploring the possibility of deploying Western troops to Ukraine as part of an initiative to bolster European security, according to a report from Le Monde. Discussions between Paris and London have intensified in recent weeks, focusing on defense cooperation and creating a core group of European allies to address Ukraine’s needs and broader regional stability.

Strengthened Talks After Starmer’s Visit

These talks gained momentum following British Prime Minister Keir Starmer’s visit to France on November 11. Sources within British military circles have indicated that the idea of deploying troops is “not buried” and has even “strengthened recently.” This potential shift in policy reflects heightened European concerns about Russia’s escalating aggression.

France Signals Openness to Troop Deployment

French Foreign Minister Jean-Noël Barrot, speaking with the BBC, stated that allies should avoid setting “red lines” when it comes to assisting Ukraine. He emphasized that all options, including troop deployment, must remain on the table to support Kyiv in its fight against Russian forces.

French President Emmanuel Macron echoed this stance earlier in the year. On February 27, 2024, Macron raised the prospect of European countries sending troops, stating, “Nothing can be ruled out.”

Mixed Responses from Other European Nations

However, the idea has faced resistance from several European nations, including Poland, the Czech Republic, Germany, and the UK, which have expressed skepticism about direct military involvement. Despite this, smaller nations like Estonia are considering contributing troops. Estonian Defense Minister Hanno Pevkur announced in October that his country was exploring the possibility of sending soldiers, though no final decision has been made.

Croatia Opposes NATO Missions

Contrasting these developments, Croatia has taken a firm stance against participating in NATO missions in Ukraine. Croatian President Zoran Milanović recently forbade the country’s army from any involvement, underscoring divisions within the EU on military commitments in the conflict.

EU Preparedness at Trump’s Request

Adding another layer to the debate, Estonia’s foreign minister previously stated that the EU must be ready to deploy troops to Ukraine if requested by former U.S. President Donald Trump, whose influence on transatlantic relations remains significant.
