Russia Denies Report of Negotiations with Ukraine on Infrastructure Ceasefire

On Sunday, Russia denied claims that recent Ukrainian attacks on the Kursk region had disrupted indirect negotiations aimed at halting strikes on energy and power infrastructure. Contrary to reports, Russian officials stated that no such talks had taken place between Russia and Ukraine regarding the protection of civilian infrastructure.
Reported Negotiations and Subsequent Denial
A report by The Washington Post suggested that Ukraine and Russia were preparing to send delegations to Qatar in August to negotiate an agreement that would halt attacks on energy and power infrastructure in both countries. The report indicated that these negotiations could have led to a partial ceasefire but were allegedly derailed following Ukraine’s attack on Russian territory.
However, Russian Foreign Ministry spokeswoman Maria Zakharova refuted this report, asserting that there had been no direct or indirect negotiations between Russia and Ukraine on the matter. Zakharova stated, “No one broke anything off because there was nothing to break off,” emphasizing that no discussions regarding civilian critical infrastructure had occurred.
Responses and Ongoing Conflict
Ukraine has not yet responded to requests for comment on the matter. According to The Washington Post, Ukraine’s presidential office indicated that the summit in Doha, initially planned for August, was postponed due to the situation in the Middle East and would be conducted via video conference on August 22.
Both Russia and Ukraine have repeatedly accused each other of targeting civilian infrastructure during the ongoing conflict, although both sides deny these allegations. Zakharova referenced Russian President Vladimir Putin, who on August 12 questioned the possibility of talks with Ukraine following its attacks on Russian territory, including what he described as strikes on civilian infrastructure.
Context of the Conflict
Russia initiated its military actions in Ukraine in February 2022, describing them as a “special military operation.” Currently, Russian forces occupy approximately 18 percent of Ukrainian territory. The Ukrainian strike on the Kursk region on August 6 marked the first military incursion into Russian territory since World War II, further escalating tensions between the two nations.
The situation remains fluid, with both sides continuing to engage in military actions while international efforts to mediate a ceasefire have yet to yield significant results.
