Harris Shifts Campaign Focus to Rural and Exurban Areas

Vice President Kamala Harris is adopting a different campaign strategy from President Joe Biden, focusing on smaller, often Republican-leaning areas rather than solely on large Democratic strongholds. This shift includes stops in Pennsylvania towns like Johnstown and Wilkes-Barre, areas that were once Democratic but shifted to support former President Donald Trump.

Targeting Pennsylvania as a Battleground

Pennsylvania has emerged as a key state in Harris’ campaign, with more visits to smaller, rural areas compared to Biden’s 2020 campaign. Harris’ approach includes stops in western Pennsylvania and other conservative areas, with the goal of reducing Republican margins. This move is part of a broader effort to expand the Democratic base by appealing to non-college-educated white voters in traditionally GOP-leaning regions.

Learning from Past Campaigns

The Harris campaign is taking a page from past Democratic victories, like those of Pennsylvania Governor Josh Shapiro and Senator John Fetterman, both of whom employed strategies of engaging with voters in every county. Harris’ team believes that even in areas where Democrats might lose, narrowing the gap can be the key to victory in the state.

Rural Outreach: Expanding the Map

Harris’ focus on non-urban regions extends beyond Pennsylvania. In Georgia, she has been visiting rural areas that were often ignored in previous elections. Her campaign has spent more on advertising in these regions than Biden did in 2020, emphasizing policies that appeal to rural voters, like lowering prescription drug prices and preventing chaos in government.

The Broader Strategy: Winning by Narrowing Margins

This approach is not about flipping Republican areas, but about limiting the losses Democrats face in these regions. By targeting smaller, Republican-leaning towns and emphasizing policies that resonate with working-class voters, Harris hopes to replicate the “lose-by-less” strategy that has been successful in key states. Her team argues that this method of campaigning across the entire state, rather than focusing on urban strongholds, will play a critical role in winning battleground states.
