State-Level Legislation Aims to Mitigate Risks Amidst Taiwan Strait Tensions

Fears of potential conflict in the Taiwan Strait are driving state-level legislative efforts across the United States to identify and mitigate the potential local impact of hostilities. Lawmakers in Arizona, Nebraska, and Illinois have introduced versions of the Pacific Conflict Stress Test Act, seeking to address concerns about vulnerabilities in supply chains and infrastructure security if China were to use force against Taiwan.

Legislative Efforts to Address Concerns

The Pacific Conflict Stress Test Act requires state governments to develop strategies to minimize risks associated with conflict in the Pacific region. It also mandates an examination of potential cyberattack vulnerabilities in critical infrastructure and supply chain disruptions between states and countries in the Pacific.

Arizona Representative Alexander Kolodin emphasized the state’s vulnerability to attacks on critical infrastructure, underscoring the need for proactive measures to mitigate such risks.

State-Level Bills Inspired by Pandemic Supply Chain Disruptions

The legislative push is spearheaded by Michael Lucci, founder of the nonprofit advocacy group State Armor, aimed at safeguarding states from potential Chinese influence. Inspired by pandemic-related disruptions in supply chains, the bills aim to protect against similar vulnerabilities in the event of a conflict with China.

Bipartisan Support and Advocacy

State Armor, a bipartisan nonprofit, has garnered support from lawmakers like Rep. Mike Gallagher and former national security adviser Robert O’Brien for its efforts to address the threat posed by China. However, not all proposed legislation gains traction, with some bills facing challenges in the legislative process.

Realistic Concerns Amidst Growing Tensions

While analysts suggest that immediate conflict with China is unlikely, warnings from both Chinese and U.S. military officials indicate that the possibility cannot be ignored. Predictions of the economic impact of such a conflict are dire, with potential repercussions for global economies and state-level infrastructure.

Global Response to Taiwan Strait Tensions

Similar initiatives are underway globally, with lawmakers in the UK, Europe, and Asia taking steps to brace their economies for the impact of a potential conflict over Taiwan. The International Parliamentary Alliance on China has launched Operation MIST to measure the impact of a shock in the Taiwan Strait, highlighting the growing recognition of the importance of addressing geopolitical risks associated with Taiwan.
