The 2024 Annual Threat Assessment of the U.S. intelligence committee underscores the role of key actors like China, Russia, Iran, and non-state entities in challenging established international norms and the dominant position of the United States within the global framework. Notably, the report focuses extensively on the actions of China and Russia, particularly in the aftermath of Russia’s incursion into Ukraine.
The report highlights China’s provision of both economic and security support to Russia amidst the conflict in Ukraine, notably through bolstering Russia’s industrial capabilities. Trade ties between China and Russia have strengthened significantly since the onset of the Ukrainian conflict, with a notable surge in Chinese exports of goods with potential military applications since 2022.
During her testimony, Avril Haines, the director of national intelligence, emphasized the importance of increased military aid for Ukraine, stating that the country’s ability to maintain control over recaptured territories from Russia would be significantly challenged without additional support from the United States.
Haines also drew attention to the potential for regional conflicts, such as the ongoing crisis in Gaza between Israel and Hamas, to have broader ramifications for global security. She highlighted instances of attacks on shipping by Houthi militias and expressed concerns about militant groups, including those affiliated with al Qaeda and ISIS, being emboldened by events such as the Gaza conflict to target Israeli and U.S. interests.
